Heroku Enterprise Teams provides governance controls for managing who can deploy production applications. Fine-Grained Access Controls (FGAC) let administrators assign specific privilege sets to users, while app locking restricts visibility and access. Combined with GitHub Integration and Heroku CI, these features enable controlled deployment workflows where deployment access can be restricted to specific users or automated pipelines.
