Within a Data Cloud identity resolution ruleset, match rules are evaluated independently and in parallel rather than sequentially. Each match rule defines a specific attribute combination (e.g., email exact match, or phone normalized match) used to link source Individual records. Because rules run in parallel, the order of rules in the UI does not determine which merge happens first; however, the combination of rules that fire determines which source records are linked into the same Unified Individual, so adding, removing, or reordering rules can change the final count and composition of Unified Individuals.
