A business analyst plans analysis work across the whole project lifecycle rather than treating discovery as a one-time kickoff. A business analysis plan lists the activities that will happen throughout the project, and information discovery is the phase where most of the groundwork gets done. That planning exists so the analyst can find the right information, identify the business need, and keep elicitation and documentation going until the project can reach a solution.
