Customers often start a Salesforce project with one team so they can invest where they expect the greatest return, or to pilot a product or partner. Work done for that first team can still limit later teams, because Salesforce is meant to be a common platform and multiple business units often share the same objects and processes. A business analyst advocates for the customer by watching those wider effects, bringing affected groups in early, and getting an organizational choice when priorities conflict.
