Company leaders set the high-level goals that give a strategy project a reason to exist. An initiative then frames a challenge: a user-centered problem that says what the team will try to solve and what success looks like. Scope comes after that framing; it is the plan for time, team, and deliverables that states what the project will and will not cover.
