Elicitation is how a business analyst draws business needs and design information from stakeholders and other sources when that knowledge is seldom written down. After you understand the business need, you choose the technique or mix of techniques that can answer the remaining questions. Different methods surface different kinds of need, so a one-on-one interview, watching someone work, a group session, a survey, or living the experience yourself are not interchangeable.
