Static members belong to an Apex class as a whole, while instance members belong to each object created from that class. Use static methods and variables for utilities and shared data that do not depend on a particular object; use instance methods and variables when each object should keep its own state. Apex classes themselves cannot be static, and static members may appear only on outer classes.
