Unrelated Lightning web components live in different parts of the page, so they do not share a parent that can pass data down or listen for child events. Lightning message service is the supported publish-and-subscribe service for that case: one component publishes a payload on a named message channel, and subscribed components can handle it. Use Lightning message service when you cannot control a common parent, such as two App Builder slots; when you do control the parent, fire DOM events instead because they are much more efficient.
