Salesforce enforces governor limits so one transaction cannot monopolize shared servers in a multitenant environment. Flow interviews that run in the same transaction as Apex spend from that one Apex-enforced budget of queries, record changes, and CPU time, not a separate Flow budget. If anything in the transaction exceeds a limit, Salesforce rolls the entire transaction back.

  • A transaction groups operations as a single unit. When any operation fails, the entire transaction rolls back, including Apex triggers and every flow interview in that transaction. Per-transaction governor limits exist so one org cannot deplete resources other orgs still need.
More details and nuances
  • Exceeding a governor limit rolls back the entire transaction even when the flow element has a fault connector. In Apex, exceeding a limit raises a runtime exception that cannot be handled. Operations the interviews already performed in the transaction are rolled back and are not retried; operations that access external data are not rolled back.
