A @TestSetup method is a static method in an Apex test class that creates common test records once so every test method in that class can use them. It exists because tests in the same class often need the same prerequisite data, and creating those records once avoids repeating inserts and rolling the same rows back after every test. The testing framework runs the setup method first; each test then works from those records, and changes one test makes do not leak into the next.
