A debug log is a record of events Salesforce captured while a transaction or unit test ran, so you can inspect database work, Apex, callouts, errors, and many automated processes. Salesforce writes a log only when logging is turned on: an active user-based trace flag (a timed setting that says whose work to record), running Apex tests, or debugging parameters or headers on executed code or API requests. Filters and log levels then decide which of those events are kept, and some events never appear even when logging is on.
