Agent manager permission sets are the assignments that let selected users create, configure, and monitor Agentforce agents rather than leaving that work only to Salesforce admins. Salesforce names several of these sets after one agent type, such as Service or Sales Coach, but the Manage AI Agents permission inside them opens Agentforce Builder and applies to every agent in the org. Assign a manager set only when someone should govern agents broadly, and use different sets for people who only use an agent and for the agent user record itself.
