Prompt templates move from sandbox to production as metadata, using change sets or the Metadata API (including Salesforce CLI). By default, a change set copies every version into the target org but leaves the templates inactive, so you activate them there after deploy unless you opt into auto-activation. Einstein Setup settings can auto-activate change-set deploys or send only the active version, but search retrievers, referenced flows, and custom model names are not fully carried for you.
