Agent API is how an external system chats with an Agentforce agent over REST: start a session, send and receive messages, then end the session. Custom agent actions are a different layer: they are the building blocks you add to an agent so it can perform tasks and interact with data. Use Agent API when you need programmatic access to talk to an agent; use a custom action when the agent itself needs new Salesforce capabilities such as Apex, a flow, or a prompt template.
