Prompt Builder grounds a prompt template with CRM data by inserting merge fields, including resources that run Apex or a flow. The difference that decides which resource fits a given template is input matching: every flow input is required and must already exist on the prompt template, while Apex inputs are optional unless they are annotated as required. Apex and flows that take no parameters work with every prompt template.
