An Employee agent is an Agentforce agent meant for people inside your company, not for anonymous customers. Access is a separate grant from building the agent: you attach specific Employee agents to permission sets or profiles so only the right people can open them. After that, the agent runs as the logged-in employee, so its actions and answers stay inside that person's Salesforce permissions and sharing instead of using a dedicated agent user.
