Prompt templates are gated by permission sets, not by turning on Prompt Builder for the whole org. Prompt Template Manager is for people who create and manage templates in Prompt Builder, and Prompt Template User is a separate set for people who access and run templates outside Prompt Builder. Some template types then add their own access: sales-email templates also need the Einstein Sales Emails permission set, and field-generation templates must be assigned onto Lightning page fields for the users who run them.
