A deployment connection is the required link that lets one Salesforce org send change sets, packages of Setup customizations, to another org. You cannot wire up arbitrary orgs; connections are created among a production org and the sandboxes affiliated with it. The connection is only a pathway: each org must still be authorized to send and receive change sets so a team can enforce a promotion path and keep setup metadata from being overwritten by mistake.
