The Data Import Wizard is an in-browser tool for importing supported Salesforce objects, while Data Loader is a separate application for bulk insert, update, delete, and export. You choose the wizard for up to 50,000 records of objects it supports when you want it to match existing records and avoid duplicates; you choose Data Loader when the object is not on the wizard's list, you need a larger bulk job, you must export or delete, or you need a repeatable scheduled load. An external ID is a custom field that stores a unique identifier from another system, and the wizard can match on it so the import updates the Salesforce record that already has that outside key.
