Standard profiles are the profiles every Salesforce org already includes and can assign to users, but you can change only a limited set of their settings. Custom profiles exist so you can edit permissions and the rest of the settings for a job; you create them by cloning an existing profile in editions that support custom profiles. The user license stays fixed on every profile, so the license of the profile you clone is the license the custom profile keeps.
