An inbound change set is a package sent from another Salesforce org; it does nothing in the org you are logged in to until you deploy it. Validation is a test run of that inbound package: it does not apply the changes, but it shows the same success or failure messages you would get from a real deploy. Use validation to learn whether a planned deployment will succeed, then deploy when you are ready to commit the whole package.
