A profile is assigned to each user and defines that user's default settings, including default app, default record type, and page layout mappings. Permission sets add extra access on top of the profile, such as app visibility, tab settings, object and field permissions, and app or system permissions, but they cannot assign a default app. Keep the profile small and grant task-based permission sets so you do not create a separate profile for every job.
