A territory model's state tells you whether that sales-territory design is still being planned, currently live for the organization, or stored as a snapshot after it left production. Only one model can be Active at a time, so extra models stay in Planning or Archived for modeling and reference. Some states are those lifecycle stages; others appear while Salesforce processes a state change, or when that processing fails.
