Freezing and deactivating both stop a user from logging in, but they are not the same action. Freeze is the temporary lock you use when access must stop now and you still have cleanup, including when Salesforce will not let you deactivate yet. Deactivate after someone leaves so the account stays in the org with its history and the license becomes available again; freezing never frees a license.
