Sales Territories put accounts on territories in two ways: assignment rules that match accounts by criteria you define, and manual assignment on the account or lead. Rules exist so new and updated accounts land in the right territory at scale. Manual assignment exists for accounts whose characteristics are unique enough that rules cannot cover them, and to ensure coverage by assigning accounts and leads directly.
