A session-based permission set grants functional permissions only for a specific user session, so extra access is temporary rather than always on. Administrators use it when someone should have those permissions only while a particular connected-app or token-authenticated session is active, or after a flow turns the set on for the rest of the current session. When that session ends, or when an authentication token expires and the user must reauthenticate, that session-based access no longer applies.
