Debug logs are an after-the-fact recording of what Salesforce did in a transaction, including declarative automation such as workflow rules, validation rules, approval processes, and Process Builder. You use them when a process did not fire, ran in an unexpected order, or you need to see which criteria and actions actually executed. Typical troubleshooting is to set a trace flag on the affected user, reproduce the record change, then read the log in Setup or the Developer Console.
