Territory administration permissions decide who can build and change sales territory models, who can only inspect the live model in Setup, and who can administer only a branch of the hierarchy. Manage Territories is the org-wide administration permission; those operations also need View Setup and Configuration when they are done in Setup, but not when they are done through the API. Administer Territory Operations, plus TerritoryAdminAssignment configuration, is how you grant administration for specific territories and their descendants instead of the whole model.
