Delegated administration assigns limited admin privileges to users who are not administrators so they can manage people in specified roles and subordinate roles, and can administer custom objects, without becoming full org administrators. Use it when a non-admin such as a team manager should handle day-to-day user work in their part of the hierarchy, especially to simplify user management in orgs with many users. When the need is record access on particular objects, grant object permissions such as View All Records and Modify All Records instead; View All Data and Modify All Data are for administrators of an entire organization.
