Products and price books often still sit on opportunities, quotes, and orders, so Salesforce does not treat removal as a single delete. You deactivate the record so users stop picking it, strip it from the listed sales documents and then delete it, or archive it. Those paths differ in whether the item can come back, what happens to related price book entries, and whether historical line items still show it.
