Identity verification is Salesforce's extra proof that the person signing in owns the account, not just the password: a method the user possesses, such as an authenticator app, a built-in biometric, or a security key. Device activation is that same proof applied to unfamiliar logins, so a new browser, device, or IP cannot open an org or Experience Cloud site on a password alone. Administrators choose which methods are allowed, when a challenge is skipped, and when a login is blocked, and those choices are what change the outcome in an authentication scenario.
