A sandbox copy is a separate Salesforce environment built from your production org so you can customize, test, and train without changing live apps or data. Change sets send selected Setup customizations from one affiliated org to another, often from that sandbox into production, when those changes are ready. Use a sandbox copy when you need an isolated workspace and, depending on type, a copy of production data; use a change set when you need to move specific configuration, not records.
