Change sets let an administrator send setup configuration from one Salesforce org to another, but sending and applying those changes are separate privileges. Creating, editing, or uploading an outbound change set (the package you send from the org you are logged into) requires the Create and Upload Change Sets permission. Deploying that package after it arrives as an inbound change set requires both Deploy Change Sets and Modify Metadata Through Metadata API Functions.
