Manager judgments let a forecast manager mark a subordinate's opportunity as in or out of the pipeline forecast for the current period, instead of treating every categorized deal as equally committed. They exist so the Commit rollup shows which deals the manager is actually confident will close, and so managers higher in the hierarchy see a more accurate picture. The judgment lives on the opportunity, rolls up through the forecast hierarchy, and is deleted when ownership, role, territory, or forecast-manager assignment no longer lines up.
