A sandbox refresh rebuilds an isolated copy of your Salesforce org from a source org so development and testing can use current configuration, and for some types current data, without touching production. You cannot refresh every type on demand: each type has a waiting period that starts when you last requested a create or refresh. Refresh is not a small patch; it creates a new org identity, so identifiers, login details, and sometimes the instance change even when the sandbox name stays the same.
