On a standard Lightning record page, fields sit in one Record Detail block taken from a page layout, so you assign both a Lightning page and a layout. Dynamic Forms breaks that block into Field and Field Section components you place, show, and hide in Lightning App Builder, and those page fields, not the layout, are what users see when they view, create, edit, or clone. Some objects and some actions still ignore Dynamic Forms and keep reading the page layout.
