Organization-wide defaults set the baseline access users have to records they do not own. Salesforce lets you set that baseline separately for internal users and for external authenticated users, such as Experience Cloud site users and partners, so you can give employees a broader default while keeping customers and partners locked down. You then open selected access with sharing rules and other record-access features; those features can only grant more access, never tighten it below the default.
