Implicit sharing is Salesforce's built-in, automatic record access between an account and its related child records so people can collaborate without someone granting the parent or children by hand. It exists because work would stall if access to a case, contact, or opportunity left you unable to see the account, or if owning an account left you unable to see those related records. The platform defines and maintains this access; it is not a sharing rule you turn on.
