The utility bar is a specialized Lightning page that sits as a fixed footer in a Lightning app so users can open common productivity tools from any page. You populate it by choosing Lightning components as utilities, Salesforce-provided tools, a Flow, or components you add yourself. It exists to keep those tools one click away without putting them on the navigation bar.
