In Lightning Experience, actions do not sit in one publisher or action bar the way they do in Classic or the mobile app. Salesforce splits them across the header, lists, related lists, and several spots on a record page based on the action’s type. Standard and custom buttons count as actions too, so placement depends on type and layout section, not on a single shared list.
