Custom Lightning components do not appear on Lightning pages or in Lightning App Builder just because they exist in the org. You must configure the component and its bundle so App Builder can list them and Lightning pages can host them. That configuration is what puts a component in the Lightning Components pane so an admin can drop it onto a page and edit the properties you choose to expose.
