Salesforce can require or constrain field values in three different ways: a required setting on a page layout, a required setting at the field (field-level security or a universally required custom field), and a validation rule. Layout required only controls what users must fill on that layout’s detail and edit pages. Validation rules and universally required fields both run when a record is saved more broadly, but they answer different questions: whether a value exists, versus whether a formula finds the data invalid.
