Action layouts are the field arrangements users see when they run a quick action, the same idea as page layouts for record pages. Salesforce starts each action with a default set of fields, and you add, remove, or reorder those fields so users only fill in what they need. Predefined field values automatically assign a value when the action runs, which lets you take required fields off the layout without blocking save.
