After a package is installed, how much the subscriber can change depends on whether it is unmanaged or managed. Unmanaged packages are a one-time drop: installed components can be edited in that org, and the publisher cannot change or upgrade them. Managed packages still allow customization, but each component follows rules that lock some pieces to the publisher so upgrades can ship without wiping the subscriber's work.
