Field-level security (also called field permissions) is the control that decides whether a user can view or edit a field at all. Page layouts only arrange fields, buttons, related lists, and custom links on detail and edit pages. Use field-level security to restrict access, then use page layouts to organize what remains visible; do not treat a layout as a security lock.
