Custom Lightning components are reusable page pieces that you or someone else built, rather than the standard ones Salesforce provides. They do not appear in Lightning App Builder, the point-and-click page editor, until the component and its bundle are configured for App Builder and Lightning pages; after that they show in the components list so you can place them and set properties. If you do not write code, you can still add one by installing a package or choosing a marketplace component that is already configured.
