Organization-wide defaults set the baseline access users have to records they do not own. You lock each object down to what the most restricted user should be allowed to do, then open selected access later with role hierarchies, sharing rules, and manual sharing. Object permissions still cap every user: org-wide defaults can never grant more access than a user already has on the object.
