Quick actions and custom buttons both put extra controls on Salesforce pages, but they are not interchangeable. A quick action is the declarative way to create or update a record from a short form, with required fields and prefilled values, without sending the user to a full edit page. A custom button or link is the better fit when the user needs to go somewhere else, such as a URL or a Visualforce page, including some work on many records in a list.
