Salesforce uses two IP tools that look similar but do different jobs: org-wide trusted IP ranges and profile login IP ranges. Trusted IPs tell Salesforce which addresses can skip the identity-verification challenge; they never block a login. Profile login IP ranges decide whether a login is allowed at all, outside that range the user is locked out, with no verification-code fallback.
