User access policies let an admin grant or revoke several access assignments for many users in one operation, instead of visiting separate Setup pages for licenses, permission sets, groups, and queues. A policy can run once by hand for a migration or cleanup, or stay active so it applies automatically when qualifying users are created or updated. The point is to keep access aligned with how people are set up, role, profile, department, without repeating the same clicks for each user.
